The transportation of food items to the people in the hilly tropical weather terrain is also carried out by the Department of Food, Civil Supplies & Consumer Affairs. To augment the huge logistics involved private Carrying Contractors are appointed through the process of bids though Sealed Tender by the department.

                         For admissible routes Hill Transport Subsidy (HTS) for the hilly areas in Mizoram are availed of if the place is located at a distance of more than 50 kilometers from the existing PDCs/FCI base depots and is a Sub-Divisional Headquarter. The routes for which the Government of India reimburses the transportation costs are called Main Routes and District Routes.

                         Main Routes are routes from Food Supply Depots (FSDs) to Primary Distribution Centres (PDCs) while District Routes are from PDCs to Supply Distribution Centres (SDCs). The transportation cost for these routes meet the criterion for HTS and are therefore reimbursed to the Government of Mizoram by the Government of India.

                        District Routes are those routes from the SDCs to the Supply Centres’ (SCs). The transportation costs on these routes are borne by the state government and are not reimbursable.
