VISION

The Department of Food, Civil Supplies and Consumer Affairs, Government of Mizoram, envisions  that food security for the people of the State is ensured and the interests and welfare of all consumers is protected and promoted.


MISSION

1.  Manage the food economy of the State through efficient procurement, movement, storage and distribution of food grains and other commodities under the Public Distribution System.

1.   Ensure availability of quality essential commodities at reasonable prices at all times for the public.

2.   Ensure transparency of transactions of the supply chain at all levels.

3.   Prevent black marketing and hoarding in the open market.

4.   Educate consumers about their rights and responsibilities and ensure their protection

OBJECTIVE

1.  To ensure food security for the state through timely and efficient storage, procurement and distribution of essential commodities of good quality.

2.  Distribute quality food grains and other PDS Commodities to all Family Ration Card holders equitably, without  leakages and diversion.

3.  Ensure use of Family Ration Cards by genuine beneficiaries only and eliminate bogus cards.

4.  To modernize the system through the use of information technology for transparency and accountability through End to End Computerization.

5.  To ensure consumer protection,  redressal of grievances and create consumer awareness.

6.  Involve Village Councils and Urban Local Bodies and Consumer Forums in the Public Distribution System.

7.  Enforcement, Regulation of Essential Commodities including PDS to prevent black marketing and hoarding.

8.   To monitor prices of essential commodities in the open market.

9.  To ensure efficient functioning commodities in the open market.

10.  Preparation of Citizens Charter.


FUNCTIONS

1.  Efficient implementation of Central and State Government policies relating to procurement, movement, storage and distribution of essential commodities under PDS in the supply chain from the          FCI to the Ration Cards holders.

2.  Identification of eligible beneficiaries as per rules and verification of Ration Cards on a continuous basis.

3.  Implementation of schemes with special focus on the poor.

4.  Administering subsidies regarding essential commodities.

5.  Enforcement of laws, maintaining of quality and prices and regulation of essential commodities.

6.  Creation and maintenance of scientific storage facilities at the intermediate level between FCI and Fair Price Shops.

7.  Education of consumers to ensure their protection.

8.  Formulation of grievance redressal mechanisms through citizens’ charter, Consumer Courts, Consumer forums, Help lines, Consumer Advisory Centres and Mediation Advisory Centres.

9.  Prevention of hoarding and black marketing of essential commodities on the open market.

10.  Introduction of IT in PDS for effective delivery, transparency and accountability.

11.  Effective monitoring and supervision through regular mandatory inspections.
